Territories are granted as follows:
Franchise A
This area will include 50 elementary schools, which in
most circumstances will also include at least 25 pre-schools
and 25 middle schools (junior high).
Franchise B
This area will include approximately 100 elementary
schools, which in most circumstances will also include at
least 50 pre-schools and 50 middle schools (junior high).
